Ngā Hau e Whā is the name for Cluster 28. Cluster 28 is one of the largest and most diverse clusters of 36 RTLB (Resource Teachers of Learning and Behaviour) teachers who work across schools in New Zealand. Ngā Hau e Whā RTLB serve the Wellington - Porirua area. This website is for use by schools, teachers and whānau in our region. It contains information about referral processes, the intervention process and all the forms that you may need. There is also information about governance and management. RTLB are funded to work with schools, teachers and years 1-10 students with learning and behaviour difficulties. We have a particular focus on working with Maori and Pasifika students and children and students who are in the "learning tail" of achievement. We also work with young people moving into state care. RTLB support and up-skill teachers to better meet the needs of students within our world class New Zealand education system. Our boundaries stretch from Seatoun to Pukerua Bay.
